Job Description

To assist the E-Evaluation Manager in establishing an effective and efficient tender e-Evaluation process utilising the Award software tool, leading to robust tender evaluation results.

  • Work as directed by the E-Evaluation Manager, providing assistance on a day-to-day basis in the procurement processes of MetroLink
  • Work closely with the Procurement Leaders, Head of Procurement Operations, and other designated evaluators to provide e-Evaluation expertise / assistance on a day to day basis
  • Assist with developing the standards of the e-Evaluation process, including maintaining updates; providing a centre of best practice for procurement evaluation activity
  • Contribute to the preparation of reports and visual presentations that clearly communicate evaluation findings to stakeholders.
  • Work collaboratively with internal teams and external partners to support alignment and engagement in evaluation activities.
  • Assist the E-Evaluation Manager with developing evaluation controls and maintain information processes and systems including development of the MetroLink Commercial policy and guidance ensuring timely maintenance
  • Assist the E-Evaluation Manager in producing consistent and compliant documents and processes in accordance with best practice, the Utilities regulations, EU Procurement Directives and other Statutes
  • Assess and agree with the Procurement Leaders the evaluation criteria requirements for evaluation scoring
  • Assist and co-ordinate with delivery teams’ activities, meeting key dates and deliver progress reports in accordance with the reporting calendar
  • Participate in meetings to discuss procurement progress, short listing and tender awards when required; and provide accurate and timely evaluation reports when required.
  • Provide guidance and informal training to colleagues on the use of e-evaluation tools and basic methodologies.
  • Assist in translating evaluation insights into practical recommendations to inform future strategies and practices.
  • Cooperate with MetroLink colleagues in all matters relating to health and safety, always following safe working procedures.
  • Act as a role model for MetroLink’s vision and values, behaving in ways that align with MetroLink Ways of Working, and encouraging and supporting others to do the same.
  • Take necessary care to properly protect the confidentiality, integrity, and availability of corporate information, preventing unauthorised disclosure, modification, or destruction, and never knowingly putting MetroLink information or information systems at risk.
  • Perform additional tasks, activities or other duties as may be required or assigned as part of the role.

 

 

Qualifications

  • 10+ years' experience in public procurement, particularly for a large-scale infrastructure project.
  • Experience providing e-evaluation support within a large and complex organisation.
  • Experience in evaluation teams and supporting high value strategic procurement and evaluation activities.
  • Ability to work within multi-disciplinary functions and teams while ensuring that all procurement related tasks are conducted in a timely and accurate manner.
  • Ability to operate and execute effectively in a dynamic environment with multiple priorities and engaging deadlines.
  • Excellent written and verbal communication skills with strong analytical ability.
  • Ability to multitask, prioritise, and work well under pressure to meet established deadlines.
  • Good interpersonal and communication skills along with high personal motivation and energy.
  • Ability to develop long term relationships with all team members and effectively balance people and processes.
  • Minimum Level 7 degree (or equivalent) in relevant subject area e.g., engineering, supply chain, procurement, quantity surveying, business, or related disciple
  • Level 8 Masters in a relevant field would be advantageous (or equivalent masters)
