Position Summary:
The CNM 1 will support and assist the Clinical Nurse Manager 2 of the catherisation laboratory and the cardiology day unit. The cardiology day unit is a 6 bedded ambulatory care facility that is central to the daily running of the cardiac intervention suite.
Patients are pre-assessed, admitted, prepared and recovered following procedures in the cardiac intervention suite.
The following responsibilities and duties set out below:
Responsibilities:Principal Duties and Responsibilities
1. BED MANAGEMENT
Assist the Clinical Nurse Manager 2 or Directorate Nurse Manager in the absence of the Clinical Nurse Manager 2 in the implementation of the bed management policy by:
1.1 Managing the utilization of patient accommodation in terms of placement of patients.
1.2 Deciding how to organise admissions, discharges and transfer of patients to and from the department and within hospital ensuring that such activities are carried out appropriately
1.3 Alerting the CNM 2 to any problems that the policies/practices or decisions of medical Staff are causing in the implementation of the bed policy.
2. WORKS TO BE DONE AND WORKLOAD ESTIMATION
2.1 On a day-to-day basis the Clinical Nurse Manager 1 will decide and allocate the work to be carried out by staff nurses and ancillary Staff working in the Cardiology Day Unit.
2.2 Ensures that a systematic method for the assessment of individual patient needs is implemented and ensures the proper documentation of same.
2.3 Oversees chart reviews as indicated and when necessary.
2.4 Estimates workload based on patient nursing needs in agreement with the unit system policy on same.
2.5 Promotes the attainment of each patient's individual nursing care needs by allocating appropriately.
2.6 Regularly discussing practices, policies and procedures with the relevant Clinicians.
2.7 Recording activity analysis on a daily basis and discuss same with CNM 2 in relation to standards of patient care and staffing requirements
3. STAFFING AND MANPOWER PLANNING
3.1 Assist with duty rosters, taking into consideration, holiday, study leave and other control limits.
3.2 Arranges staff meal breaks in consultation with Staff Nurses and Ancillary staff.
3.3 Supports and supervises nursing staff and other support staff in carrying out their allocated clinical duties to the required standard.
3.4 Assume role of CNM2 in the Cardiac Intervention Suite in the absence of CNM1/2
3.5 Decides who is to act in his/her absence and ensures that staff are aware of the arrangements.
3.6 Advises the CNM 2 when staff levels fall below or are in excess of that considered being adequate within either department to meet variations of workload.
3.7 Communicates daily with CNM2 regarding day to day issues.
3.8 Manages the day to day running of the Cardiology Day Unit.
4. PERSONNEL
4.1 Assists in the development and maintenance of good communications within both units and with wards, technical and support staff and the allied health professionals.
4.2 Promotes, nurtures and maintains a high level of staff morale hence prompting team spirit and job satisfaction among nursing and other staff within the unit.
4.3 Implements, welfare, health and safety policies in the area.
4.4 Receives visiting professionals, medical representatives and lay visitors to the Department.
4.5 Assists in the interviewing and selection of nursing staff and others as required for the Department.
4.6 Participates in the development of an orientation programme for new staff.
4.7 Ensures that all staff practise nursing within the code set for the profession by NMBI.
4.8 Assists in carrying out development and performance review interviews with individual nursing staff and support staff, using job specifications and performance appraisal review documentation in accordance with hospital policy and records judgement about the performance of each individual staff member.
4.9 Assists in deciding how to deal with behaviour outside acceptable limits, for whatever reason i.e. emotional upset in staff, brusqueness to patients or colleagues, undignified behaviour, absenteeism, late attendances, conflict, grievance, discipline and industrial relations.
4.10 Ensure that all staff know disciplinary and grievance procedures. Handles staff complaints, grievances and disciplinary matters in accordance with hospital policy and reports to the CNM2 as necessary with serious or unresolved issues.
4.11 Investigates and takes remedial action on all incidents and accidents involving patients and staff. Reports these verbally and in writing to the CNM2
5. EDUCATION/STAFF DEVELOPMENT
5.1 Assesses and identifies training and development needs for nursing staff; sets objectives for such learning, recommends these to the CNM2 and/or Directorate Nurse Manager and contributes to the development of training programmes where appropriate.
5.2 Identifies teaching/learning opportunities within the Department.
5.3 Plans, Implements and Evaluates:-
· Staff development programmes to support new clinical services
· Post graduate training programmes as pertinent to the unit, where necessary.
5.4 Participates in unit induction training of all new nursing staff ensuring that staff nurses receive sufficient theoretical and practical training to make them safe practitioners.
5.5 Ensure the agreed Hospital, specialist administrative and clinical policies and procedures are known to and understood by the staff and are implemented.
5.6 Provides for teaching, counselling and training of learner nurses.
5.7 At all times acts as an effective role model by demonstrating skilled nursing care in the clinical situation for nursing staff.
6. CLINICAL NURSING PRACTICE
6.1 Uses a framework and model of nursing to assess individual patient needs consistent with hospital nursing policy.
6.2 Ensures that appropriate nursing care is planned for individual patients based on need assessment and that each individual patient receives prescribed treatment and nursing care, encompassing medical instructions and in conformance with established procedures and standards of care.
6.3 Ensures that verbal and written nursing reporting systems are accurate and adequate.
6.4 Ensures that accurate nursing reports accompany patients who are being transferred to wards or to referring/other hospitals.
6.5 Ensures clinical competence of staff in performing clinical activities.
6.6 Introduces new clinical practices or techniques in an appropriate manner.
6.7 Maintains personal clinical skills by performing nursing care, assisting at procedures as appropriate and monitoring new developments in Cardiac Catherisation Suite.
6.8 Ensures that patients and relatives are appropriately informed and counselled regarding their condition and that all follow up treatment and appointments are co-ordinated.
6.9 Applies research findings, as appropriate, to defined patient populations.
6.10 Participates in research when necessary.
6.11 Attends and participates in multidisciplinary meetings.

Selection Criteria:
Selection criteria outline the qualifications, skills, knowledge and/or experience that the successful candidate would need to demonstrate for successful discharge of the responsibilities of the post. Applications will be assessed on the basis of how well candidates satisfy these criteria.
Mandatory:
1. Statutory Registration, Professional Qualifications, Experience, etc
(a) Eligible applicants will be those who on the closing date for the competition:
(i) Are registered in the relevant division of the Register of Nurses & Midwives
maintained by the Nursing and Midwifery Board of Ireland [NMBI] (Bord
Altranais agus Cnáimhseachais na hÉireann) or entitled to be so registered.
(ii) Have at least 3 years post registration fulltime experience (or an aggregate of 3
years post registration full time experience) of which 1 year post registration full
time experience (or an aggregate of 1 years post registration full time experience)
must be in the speciality or related area.
(iii) Have the clinical, managerial and administrative capacity to properly discharge
the functions of the role.
(iv) Candidates must demonstrate evidence of Continuing Professional Development.
2. Annual registration
(i) On appointment, Practitioners must maintain live annual registration on the relevant
division of the Register of Nurses and Midwives maintained by the Nursing and
Midwifery Board of Ireland (Bord Altranais agus Cnáimhseachais na hÉireann).
(ii) Confirm annual registration with NMBI to the HSE by way of the annual Patient
Safety Assurance Certificate (PSAC).
3. Health
Candidates for and any person holding the office must be fully competent and capable of
undertaking the duties attached to the office and be in a state of health such as would indicate a
reasonable prospect of ability to render regular and efficient service.
4. Character
Candidates for and any person holding the office must be of good character.

• Post Graduate Diploma in Coronary Care Nursing.
