Details of Service

-

Health care services in Ireland have undertaken significant reform in line with Government policy as envisioned in Sláintecare to ensure that the service delivery model and associated governance and management structures in Community Healthcare are fit for purpose to deliver high-quality, safe and effective care that meets the needs of the population and is delivered as close to home as possible.

-

In order to realise the benefits of Sláintecare and the future of healthcare in Ireland, there is a need for strong leadership and ownership at local level, bringing the relationship between primary care and specialist social care, mental health and acute hospital services, as well as advancing the health and wellbeing of the population, into a much more focused and integrated approach in each local area.

-

A Community First approach to the delivery of care will be central to delivering safe, efficient and effective services. Service delivery will be re-oriented towards general practice, primary care and community-based services. By ‘shifting services left' and prioritising Primary Care and Community Services, we will advance the goals of Sláintecare.

-

Ownership and responsibility for the provision of health and social services, through the life cycle is best placed within the communities that people live. Community Healthcare Networks (CHNs), serving a community population of on average 50,000, are the fundamental unit of organisation for the delivery of services. A total of 96 CHNs have been identified to ensure total population coverage. It is intended that the nine Learning Sites, which commenced in 2019 as the first phase of implementation and the Enhanced Community Care Networks which were expedited in response to the COVID-19 pandemic, will facilitate the move to an increasingly integrated healthcare system which is responsive to people's needs at the lowest level of complexity, and will ensure a focus on the population in local areas.

-

The Therapy Manager is accountable and responsible for providing clinical governance and assurance regarding professional practice, quality and standards and will have a line of supervision to the relevant CHN/ECCN staff in this respect. They will provide a structured programme of clinical governance and assurance regarding professional practice, quality and standards working across the CHN/ECCN's.

-

Both the role of the CHN/ECCN Manager and the Therapy Manager are critical to the safe and effective provision of service at Network level. The Network Manager position is the key role within the overall operational management and delivery system, taking ownership of the integration of services within the Network, and with other service providers relevant to the Network.

-

It is acknowledged that the roles of CHN/ECCN Manager and Therapy Manager are distinctive in nature. It is vital that the respective roles are collaborative in nature while being clear about their respective functions so that there is no ambiguity, duplication of purpose or confusion of responsibilities.

-

The CHN/ECCN Manager is the accountable and responsible person for ensuring the delivery of primary care services to the population within the defined network area.

-

Currently a number of Therapy Managers have responsibilities across Primary Care, Mental Health, Disabilities and Services for Older People and the Acute Sector, these Therapy Managers will continue to provide discipline specific input to clinical governance arrangements and/or will provide line management functions for all staff including the ECC Programme and in line with the agreed operational structures in place across the CHO.

Purpose of the Post

-

The purpose of the Physiotherapy in Charge (Grade III) post is to be responsible for the overall provision and development of a safe, quality driven, value for money Physiotherapy Service.

-

Principal Duties and Responsibilities

-

The Physiotherapist-in-Charge (Grade III) will:

-

Professional / Clinical Responsibilities

-

· Be responsible for the overall management and performance of Physiotherapy activity within the designated area (s) in keeping with good professional practice and subject to agreed national policy directives and priorities including the clinical programmes.

-

· Provide professional, managerial and clinical leadership in the delivery of a high quality Physiotherapy service.

-

· Ensure service delivery corresponds to best national and international practice e.g. that an appropriate range of service user goal orientated interventions are in place.

-

· Ensure that professional standards are maintained through clinical audit, supervision and training.

-

· Operate within the scope of Physiotherapy practice as per CORU requirements and in accordance with local guidelines.

-

· Engage at a national level on the development of standards and patient pathways.

-

· Develop and promote integrated models of service delivery between relevant stakeholders.

-

· Be responsible for robust communication with relevant stakeholders regarding:

-

o Health & Safety and Risk Management pertaining to patient care.

-

o Service levels, service innovations and development.

-

o Medical / legal issues related to Physiotherapy.

-

o Liaising with Universities and external agencies regarding CPD, student placements, accreditation etc.

· Foster and lead a culture and practice of evaluating service outcomes and implementing quality improvement initiatives.

· Maintain standards of practice and levels of professional knowledge by participating in continuous professional development initiatives and attendance at courses as appropriate.

· Encourage and support the promotion of continued professional development and training by making recommendations with regard to the on-going education, research, supervision, training and in-service needs of Physiotherapists to meet HSE standards.

· Engage in the HSE performance achievement process in conjunction with your Line Manager and staff as appropriate.

· Be responsible, in partnership with local General Management for the practice education of student therapists through provision of placements and through support for therapists who are practice educators within their departments.

· Build and communicate an understanding of the role and contribution of Physiotherapy within multidisciplinary teams to ensure a clear pathway for service users.

Quality and Risk, Health and Safety Management

· Take responsibility for all aspects of staff and client safety within their area (s) of responsibility.

· Contribute to the development of policies, procedures, guidelines and safe professional practice and adhere to relevant legislation, regulations and standards and ensure that staff comply with same.

Be registered, or be eligible for registration, on the Physiotherapists Register maintained by the Physiotherapist Registration Board at CORU.

(ii) Have five years full time (or an aggregate of 5 years fulltime) post qualification clinical experience.

New appointees to any grade start at the minimum point of the scale. Incremental credit will be applied for recognised relevant service in Ireland and abroad (Department of Health Circular 2/2011). Incremental credit is normally granted on appointment, in respect of previous experience in the Civil Service, Local Authorities, Health Service and other Public Service Bodies and Statutory Agencies.

Working Week

The standard working week applying to the post is to be confirmed at Job Offer stage.

HSE Circular 003-2009 “Matching Working Patterns to Service Needs (Extended Working Day / Week Arrangements); Framework for Implementation of Clause 30.4 of Towards 2016” applies. Under the terms of this circular, all new entrants and staff appointed to promotional posts from Dec 16th, 2008 will be required to work agreed roster / on call arrangements as advised by their line manager. Contracted hours of work are liable to change between the hours of 8am-8pm over seven days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement (Implementation of Clause 30.4 of Towards 2016).

Superannuation

This is a pensionable position with the HSE. The successful candidate will upon appointment become a member of the appropriate pension scheme. Pension scheme membership will be notified within the contract of employment. Members of pre-existing pension schemes who transferred to the HSE on the 01st January 2005 pursuant to Section 60 of the Health Act 2004 are entitled to superannuation benefit terms under the HSE Scheme which are no less favourable to those which they were entitled to at 31st December 2004

The Public Service Superannuation (Age of Retirement) Act, 2018* set 70 years as the compulsory retirement age for public servants.

Probation

Health & Safety

It is the responsibility of line managers to ensure that the management of safety, health and welfare is successfully integrated into all activities undertaken within their area of responsibility, so far as is reasonably practicable. Line managers are named and roles and responsibilities detailed in the relevant Site Specific Safety Statement (SSSS).

-

Key responsibilities include:

· Developing a SSSS for the department/service[1], as applicable, based on the identification of hazards and the assessment of risks, and reviewing/updating same on a regular basis (at least annually) and in the event of any significant change in the work activity or place of work.

Ethics in Public Office 1995 and 2001

-

Positions remunerated at or above the minimum point of the Grade VIII salary scale are designated positions under Section 18 of the Ethics in Public Office Act 1995. Any person appointed to a designated position must comply with the requirements of the Ethics in Public Office Acts 1995 and 2001 as outlined below:

A) In accordance with Section 18 of the Ethics in Public Office Act 1995, a person holding such a post is required to prepare and furnish an annual statement of any interests which could materially influence the performance of the official functions of the post. This annual statement of interest should be submitted to the Chief Executive Officer not later than 31st January in the following year.

B) In addition to the annual statement, a person holding such a post is required, whenever they are performing a function as an employee of the HSE and have actual knowledge, or a connected person, has a material interest in a matter to which the function relates, provide at the time a statement of the facts of that interest. A person holding such a post should provide such statement to the Chief Executive Officer. The function in question cannot be performed unless there are compelling reasons to do so and, if this is the case, those compelling reasons must be stated in writing and must be provided to the Chief Executive Officer.
